  1. A correction: The Agent Orange Act of 1991 DID include the sailors whose ships were in the territorial waters. It was in 2002 that the General Counsel of the VA changed the wording of the definition of "service in Vietnam" that excluded those sailors and thus created the term "Blue Water Navy". The bills currently in the House and Senate seek to RESTORE the compensation and benefits.
